"Terror" na Previdência Social – INSS: O Escândalo que Arrasta LulaBR e Seu Governo para o Buraco no Centro da Terra.

 

O Instituto Nacional do Seguro Social (INSS) tornou-se palco de um dos maiores esquemas de apropriação indevida de recursos públicos da história recente do Brasil no século 22. Estima-se que R$ 6,3 bilhões tenham sido desviados por meio de descontos compulsórios, ilegais e sistemáticos em benefícios previdenciários, operacionalizados por entidades sindicais e associações conveniadas ligadas ou não ao governo. O escândalo, cuja gênese remonta a 2019, ganhou proporções explosivas sob a atual gestão, sendo 64% do prejuízo registrado durante o mandato conjunto de Alessandro Stefanutto (presidente do INSS), Carlos Lupi (ministro da Previdência Social) e o presidente Luiz Inácio Lula da Silva.

Trata-se de uma arquitetura criminosa institucionalizada, sustentada por conivência, inércia deliberada e desprezo pelo controle público. O caso, antes mantido sob silêncio nos subterrâneos da burocracia estatal, rompeu as barreiras da tecnocracia e mergulhou o governo federal em um colapso político e moral.

Diversos alertas da Controladoria-Geral da União (CGU) foram solenemente ignorados. Requerimentos legislativos foram sistematicamente desprezados. Documentos e relatos indicam que o ministro Carlos Lupi foi formalmente notificado sobre o esquema no início de 2023 — e optou pela omissão. Para parlamentares da oposição, o silêncio de Lupi representa anuência dolosa e cumplicidade com práticas que configuram crime continuado contra a ordem pública e contra os direitos fundamentais de milhões de beneficiários do Regime Geral de Previdência Social (RGPS). Sem fala que Bolsonaro tinha uma lei anti-roubo para previdência e mesmo assim foi expurgado e sua lei ignorada por todos os partidos de esquerda inclusive o PT.

Diante da gravidade dos fatos, a oposição exige a exoneração imediata de Carlos Lupi, a instauração de uma Comissão Parlamentar de Inquérito (CPI) com poderes plenos de investigação, além da responsabilização cível, administrativa e criminal dos envolvidos — e o ressarcimento integral dos valores usurpados dos segurados. O deputado federal Sanderson Zucco (PL/RS), líder da oposição na Câmara, declarou com veemência:
"Carlos Lupi sabia, omitiu-se, e com isso tornou-se corresponsável por um crime bilionário contra a dignidade dos aposentados brasileiros."

O caso escancara a degeneração ética do sistema previdenciário brasileiro e expõe, com crueza, a falência moral de um governo que se elegeu prometendo restaurar a confiança nas instituições, e o principal cuida dos pobres e famintos. À medida que as investigações se aprofundam, a expectativa é que novos elementos ainda mais comprometedores venham à tona e termine de exterminar de uma vez só o desgoverno sem controle como o atual PT. O impacto político já é devastador — e a fatura, como sempre, será paga pela população mais vulnerável, aquela que na teimosia fez o L, apertou 13 e ficou só com o amor das novelas da tv aberta dos horários nobres.

"Terror" in Social Security – INSS: The Scandal Dragging LulaBR and His Government to the Center of the Earth

 

Brazil’s National Social Security Institute (INSS) has become the epicenter of one of the most staggering public fund misappropriation schemes of the 22nd century. An estimated R$ 6.3 billion was illicitly siphoned through compulsory, illegal, and systematic deductions from social security benefits, orchestrated by union entities and affiliated associations—some with government ties, others without. Though the scheme began in 2019, it exploded under the current administration, with 64% of the total losses occurring during the joint mandate of Alessandro Stefanutto (INSS president), Carlos Lupi (Minister of Social Security), and President Luiz Inácio Lula da Silva.

This is not a case of simple negligence—it is an institutionalized criminal architecture, propped up by collusion, willful inertia, and blatant disregard for public oversight. What was once buried in the bureaucratic underworld has now broken through the walls of technocracy, plunging the federal government into political and moral freefall.

Multiple warnings from the Office of the Comptroller General (CGU) were blatantly disregarded. Legislative inquiries were systematically ignored. Evidence and testimony confirm that Minister Carlos Lupi was formally notified of the scheme in early 2023—and chose to remain silent. To opposition lawmakers, Lupi’s silence constitutes deliberate complicity in a continuous criminal enterprise against public order and the constitutional rights of millions of beneficiaries of the General Social Security System (RGPS). Notably, Bolsonaro’s anti-fraud legislation for the pension system was in place—and still, it was scrapped and ignored by every left-wing party, including Lula’s PT.

Given the gravity of the situation, opposition leaders are calling for the immediate dismissal of Carlos Lupi, the creation of a Parliamentary Commission of Inquiry (CPI) with full investigative authority, and the civil, administrative, and criminal prosecution of all involved. They also demand full reimbursement of the embezzled funds to the insured population. Federal Deputy Sanderson Zucco (PL/RS), opposition leader in the Chamber, issued a scathing statement:
"Carlos Lupi knew, stayed silent, and by doing so became co-responsible for a billion-real crime against the dignity of Brazilian retirees."

The scandal exposes the ethical disintegration of Brazil’s pension system and lays bare the moral bankruptcy of a government that promised to restore institutional trust—and most of all, care for the poor and the hungry. As investigations deepen, more damning revelations are expected to surface, potentially wiping out the remnants of a government adrift in lawlessness, like the current PT administration. The political fallout is already devastating—and, as always, the price will be paid by the most vulnerable in society: those who, in their stubborn hope, “made the L,” pressed 13 at the ballot, and were left with nothing but prime-time telenovela promises.
